No quotes in TXT(SPF) records causes instance to die version 2.9.21.2

Description

The error is to do with txt records(in our case an spf record), if there are no quotes around the record then this was killing the pdns instance, it responded to pdns_control status etc but would not resolve any queries. THe resolution is to wrap the record in quotes but I don't believe this should kill the server.

SPF records need quotes, it is a historical anomaly that TXT records can do without. We're not repeating that with SPF. Sorry. 2.9.22 will not die from this error.
